Well I wouldn't call A Hat in Time a failure yet. That beta was awesome and clearly showed that they put love and ambition in this project. Given they "only" got 300.000, development might been slowed down since these guys can't quit their day jobs. Lobodestroyo, a project that seems stylistically even closer to classic Rareware, got an abysmal amount of money and barely made it to the goal. It's worse in that case, since the team can't quit their jobs with only 43k USD for development. It was founded in 2013 as well, but as I implied above, development is extremely slow. I hope that they make it, though.
